Always the same two officers, just as you top the hill, before the Loretta Dr turn off heading N.

Just before entering the town of quitman, there is no where to turn around or avoid it without some alerting you it is one ahead.

It is always the same two officers, its set up blocking the turn off just as come over the bridge through the Elwood Community.
