This town’s economy is based on tourism, so most of the people getting tickets are visitors. This makes it mostly impossible for these people to fight the ticket; they pay the fine. This is a major money maker for Hawaii.

People being pulled over are turning left onto Hina Lani Street. This is a "seat belt" check point. Any officer hides by a bush on the side of Queen K Hwy and radios officers ahead as to which cars have occupants not wearing seatbelts and to pull them over.
