On Rt 218 in Windsor, in both directions, about 500 ft.west of the I-91 South on ramp #35, opposite a firehouse.

Observed on Saturday, 4/13/2013 at 8:10pm and later at 10:30pm. Traffic stopped and creating a major delay.

No known events in the area and no bars for miles. (I reside nearby).

I was unable to find any news releases at the State and local level the next morning.
