This was September 2001. It was between 10PM and 12AM. Every 5th car stopped. There were cop cars in the turn lanes and signs for > everyone to merge from 3 to 1 lane. The merging didn’t start until heading East bound after the intersection of North Ave and Gary. The sign said Roadside Check. It was at the old KMart bldg which is now a church. They have also been reported heading west bound after Gary and North Ave.
